Health and Safety Representatives (HSR) Training Course

Overview
The role of a Health and Safety Representative (HSR) is to liaise with colleagues to identify health and safety concerns and communicate these to management. HSRs are elected by their peers to represent the views and interests of their work group.
This course equips participants with the knowledge and skills required to carry out their duties as a Health and Safety Representative (HSR) in Queensland. Intuitive Training is a WorkSafe Queensland–approved provider of this course, which fully complies with the Work Health and Safety Regulation 2011 (Qld).
The course is completed over 5 weeks, with just 1 day of in-person training per week. This enables elected HSRs to learn flexibly, and to not be away from their operational duties for an entire consecutive week, allowing them to apply their new knowledge in the workplace between sessions.
In Queensland, HSRs are entitled to attend this WorkSafe Queensland–approved five-day training course within 28 days of being elected. Employers must provide paid time off for the HSR to complete this training, as well as cover all training costs. HSRs are also entitled to attend a one-day refresher course each year after completing the initial five-day program, in line with WHS legislation.
Course Details
DAY 1 - WHS legislative framework; key parties, obligations and duties
Day one of HSR training covers a range of foundational WHS concepts, including:

Why strong workplace health and safety (WHS) systems are essential

How WHS laws and practices have developed over time and how this history shapes the HSR role
-
The purpose of the Work Health and Safety Act 2011 and an overview of its main legislative components
-
Legal responsibilities and obligations under the WHS Act
-
The role of Work Health and Safety Queensland (WHSQ) in monitoring and enforcing compliance
-
How WHS legislation supports a proactive, risk-based approach to managing safety issues
-
The key duty holders within a workplace and their responsibilities under WHS law
-
The types of penalties that can apply when individuals or organisations fail to comply with WHS requirements
DAY 2 - Establishing representation; HSR Role, Health & Safety Committees (HSCs).
During this session, you will learn to:

Explain how the primary PCBU must consult with workers under the WHS Act
-
Describe the purpose of forming workgroups, including multiple business workgroups, and how they are established
-
Outline the election process for Health and Safety Representatives (HSRs) and Deputy HSRs, including rules around disqualification
-
Clarify the role and responsibilities of a Health and Safety Committee (HSC) and other worker representation structures
-
Understand the rights, entitlements, and protections afforded to elected HSRs and Deputy HSRs
DAY 3 - Participating in Effective Consultation
Day Three centres on resolving workplace issues and helping reduce risks. You will:

Learn the processes for consulting with workers as outlined in the WHS Act

Explore strategies to support effective consultation, problem-solving, and issue resolution
-
Develop negotiation skills to address work health and safety concerns
-
Practice conflict resolution techniques to represent a workgroup and engage with the PCBU
-
Apply practical skills to demonstrate how an HSR can effectively represent employees
DAY 4 - Monitoring PCBU’s Management of Work Health and Safety Risks
Today’s session covers workplace inspections, notifiable incidents, and incident investigations. Through discussions and group activities, you will explore:

How HSRs can apply their powers and responsibilities to support workplace risk management

The PCBU’s duties regarding the notification of incidents
-
The support and guidance that inspectors and WHS entry permit holders can provide to HSRs
DAY 5 - Workplace Culture, PIN's
On the final day of HSR training, the focus is on workplace culture, practical consultation, and the use of Provisional Improvement Notices (PINs) and stopping unsafe work. This includes:

Recognising the role and impact of workplace culture

Initiating and facilitating effective consultation practices
-
Understanding the purpose, structure, and key elements of a PIN
-
Identifying the actions that follow the issuance of a PIN and who is responsible for them
-
Reviewing the right to stop or direct the cessation of unsafe work

Assessment
Assessment is a combination of written questions/answers and practical demonstrations.
On Completion: Participants will receive a WorkSafe Queensland Health and Safety Representative Training Statement of Attendance from Intuitive Training (RTO 31685).

Entry Requirements/What to Bring:
Participants must provide a USI number on enrolment, provide photographic identification on enrolment.
- Be at least 18 years of age
- Provide 3 evidence of identity (EOI) documents on the morning of day 1 of training. Click here to view the types of documents you can provide.
- Have at least a Year 10 level of numeracy, literacy and communication skills
- Have the ability to read and write English.
